Total infrastructure costs are estimated at more than $1.2 billion over the next 20 years. The plan is broken up into four different phases. The first phase alone is estimated to cost about $205 million.

"The DMC Initiative sets forth a plan to transform the epicenter of Rochester from what is perceived to be largely a medical campus, into a vibrant urban center and one of America’s model cities," says the report. "This is accomplished by creating a vision for an integrated downtown, unified by 6 sub-districts that are anchored by unique places designed to create experiences to attract and retain residents, visitors, employees and investors to the community."

Those sub-districts are: The Heart of the City, Discovery Square, Downtown Waterfront, Central Station, St. Mary’s Place and UMR/Recreational Area.

Planners will host an information session and reception from 4 to 6 p.m. at the Mayo Civic Center. The event is free and open to the public.

DMC Corp. Board aims to submit a formal proposed plan to the City of Rochester on January 29, 2015, according to a news release. The plan would then open for a 60-day public comment period before heading to City Council.

The $6 billion initiative, which is focused around Mayo Clinic's expansion in downtown Rochester, passed the state Legislature in 2013.
